Vitamin C, niacinamide, AHA, sunscreen! Incorporate all four diligently and over time, you will see your freckles fade and a more even skin tone. (I'm speaking from experience as someone who also had this concern and did this!)
Niacinamide for sure. Also make sure you incorporate chemical exfoliation (AHA) so you can encourage skin turnover.
None of this will make a difference though unless you use sunscreen.. so get on it if you aren't already!
Vitamin C should make a difference if you use it consistently over time. Niacinamide is great for hyper-pigmentation as are chemical exfoliants. If you don't incorporate an acid already, I'd do so. The products that Kelsie recommended below are great!
Personally I love this face cream which has helped get clearer skin for my skin that's spent too much time in the sun.
